Aqui está a iniquidade transferida do ato institucional n° 1, de contrabando pelo Centrão, quando da CONSTITUINTE de 1988 criando este desequilíbrio desproporcional dentro da Constituição!!!! Esta verdade foi demonstrada em 1985, na coluna de Opinião de Zero Hora, pelo então presidente da OAB/RS Dr Luiz Carlos Lopes Madeira no artigo intitulado POR MUITO MENOS O RIO GRANDE FOI À GUERRA e , em sequência, noutros artigos no mesmo espaço jornalistico pelo saudoso Ministro e ex-senador Paulo Brossard de Souza Pinto. No programa do Milton Cardoso, da Band Reporter eu comecei a falar isto e me equivoquei, trocando o numero de deputados estaduais 55, pelos federais 31, e Milton perdeu a serenidade e me tomou a palavra dizendo como sempre que no seu programa não se mente!!!! No entanto, inobstante o lapso de memória, pois lá não lemos editorais nem expedientes como o jornalista que tem pontos de escuta nos ouvidos, uma tela de tevê na frente e ainda apontamentos que lê em todos os programas, como se falasse de viva voz e de improviso, nós, humildes convidados quando damos os discursos , que os meus ele sempre corta com aquela cortesia amor e respeito que lhe é peculiar! Três vezes briguei com o Milton saindo do programa pois ele não deixa a pessoa se exprimir e passa uma carraspana no seu convidado…mas ele se redime pois convida novamente e seu programa é contudo um dos melhores, se não o melhor do rádio, e uma legitima cidadela do Estado Democrático de Direito no ar! Tenho Dito!!!

Esta relação está se modificando pois o Estado do Rio Grande do Sul, pelo perfil de seu individamento oriundo da Lei Kandir, que isenta suas exportações e oriundo, sobremaneira de um pacto federativo em que coloca o Estado como remetente de impostos à federação custeando os deficitários norte e nordeste fazendo com que o aparelho estatal tenha um processo de implosão sobre a economia da sua Sociedade Civil, asfixiando o seu crescimento através do crescimento de seus impostos que aumentando mais e mais banem o seu desenvolvimento e matam o surgimento de micros, pequenas e médias empresas em seu território detetizando as antigas pelo mesmo processo! Nota-se isto na industria de distribuição energética de combustivel que está na cadeia inicial de induzimento do crescimento através das veias de produção que são as estradas. Deixei para abastecer e encher o tanque logo que passasse o Mampituba pois o preço do combustível gasolina, etanol ou diesel caem mais de um terço com relação ao preço na bomba tudo por efeito dos impostos estaduais de uma ou outra unidade federativa sendo em Santa, logicamente, mais em conta. Assim é que o Rio Grande do Sul entrou em decadência conservando ainda sua vantagem comparativa unicamente no AGRONEGÓCIO mas não nas cidades. Santa Catarina pelo contrário com um modelo diferente de economia não possui, de forma dominante, as plantations do método fordista ou taylorista de produção sistemática com muita maquinização pouca mão de obra em grandes e médias propriedades que são as fazendas e estâncias. Em Santa Catarina vige o sistema de campo dominante Just and Time ou Toyotista, um sistema de produção integrado tipo Perdigão Sadia onde uma grande empresa fornece matrizes pintos, peixes, perus, leitões, etc e um agregado de pequenos colonos e micro propriedades, sem CTPS assinados porque proprietários, criam e desenvolvem estes insumos por poucos meses repassando à indústria o produto de seu trabalho, o engorde e o acabamento de matrizes prontas para abate, com custo mais baixo, que também cria vantagens comparativas maiores gerando exportação e uma matriz de impostos grande em razão da grande escala e cinética acelerada do movimento negocial! Assim é que ecologicamente houve uma inversão migratória entre estes dois estados. Antigamente e ainda hoje o simbolo dos vencedores no estado sulino gaúcho era comprar e vereanear nas cidades e praias de uma orla que se projeta do Passo de Torres e vai até Barra do Embaú, Garopaba, Pinheira, Rosa, Embatuba etc..Hoje esta relação inverteu-se pois a geração de gaúchos do passado, velhos surfistas são os autores de heranças e seus filhos não tem nem mais o poder de comprar suas casas de veraneios cujos pontos são vendidos transformando casas de veraneio em edificios que são vendidos para a classe rica do interior Catarinense, desde Chapecó, que enricados invadem o litoral fazendo um boom do norte ao sul em cidades que são novas copacabanas à beira mar!!! Itapema e o fenomeno de Camboriú, como se fosse uma Dubai ou Ciudad Panamá, com seus arranhas céus não me deixam errar! O incrível é a nova imigração de gaúchos não como vencedores e adquirentes de bens na beira mar de Floripa e outras cidades mas como mera mão de obra barata na pele de jovens de 18 ate 40 anos que vi em todas empresas que compareci nestes dias. Atendentes em postos de gasolina, nas lojas dos postos, em sorveterias nas farmácias , nos restaurantes, tabacarias, bancos, bares, cinemas enfim naquelas micro e pequenas médias empresas cuja teia cria à sustentação do varejo que transita para o atacado e leva até sua raiz, as indústrias!!! Sumiram os manezinhos dos balcões e alçados à gerencias sendo que os gaúchos hoje ocupam os balcões oriundos destas microcidades do norte gaúcho mas também encontrando-se imigrantes de cidades do sul como Bagé, Pelotas, Uruguaiana, etc…não são milhares, já são milhões de gaúchos jovens que buscam aqui neste primeiro mundo, sim primeiro mundo, uma forma de comecar à vencer pois não vi em nenhum lugar do Brasil, com exceção de São Paulo e Minas Gerais um tal e real poder econômico à expandir sua fome de progresso pelos braços e vontades de uma milionária cadeia migratória de tantos gaúchos jovens! Assistimos uma mudança de parâmetros sociológicos e econômicos total!!! Meu pai, catarina da gema, deve estar feliz em seu túmulo! Minha irmã já voltou para cá tendo nascido no Alegrete e eu, com este clima daqui e o nível de IDH mais alto do Brasil, senão mudo, já ando pensando ter um pequeno apartamento por aqui e não no Rio ou São Paulo mas no charm de Floripa!!! É só arrumar o trânsito por aqui, desarranjo do franco progresso, que tudo fica na Santa Paz de Deus!!!!
